- lava init script does not have a restart option. Perform a stop
followed by a start instead.
- Fix the genconfig plugin lavacluster_1_0.py so that it does not
generate the line for 'master' multiple times.

Update the CFM maintainer scripts so that they will
clean up CFM dirs/files regardless of whether any
of the kit's components are associated. This is to
handle the case where all of the kit's components
were disassociated using ngedit.
